Машиностроение — это отрасль промышленности, предприятия которой производят машины, оборудование и технологические устройства.

По состоянию на июль 2025 года в отрасли насчитывается 1278 проектов с объемом инвестиций 4,3 трлн рублей. Интересантами реализации проектов выступает 382 крупные структуры, которые занимаются финансированием, проектированием и возведением объектов отрасли.

В 2024 году российское машиностроение показало значительный рост, преодолев докризисные показатели и осуществив переориентацию на импортозамещение и экспорт в дружественные страны. 

За период 2022–2024 годов рынок вырос на 60%, достигнув объема в 513 млрд рублей, при этом объем российского производства увеличился на 42% (до 284 млрд рублей). Рост был обеспечен госзаказом, включая масштабные проекты, такие как освоение Баимской рудной зоны на Чукотке, а также усилением стандартизации оборудования. Экспортная стратегия ориентирована на поставки в Азию и СНГ, например, в Азербайджан объемы поставок энергетического оборудования выросли в 3 раза.

Машиностроение — сложная отрасль, включающая множество подотраслей. Основные группы и подотрасли:

1. Тяжелое и энергетическое машиностроение: Производство оборудования для электростанций: турбины (паровые, газовые, гидравлические), генераторы, котлы, трансформаторы. Горно-шахтное и горнорудное оборудование: экскаваторы, буровые установки, дробилки, конвейеры. Металлургическое оборудование: прокатные станы, доменные печи, конвертеры. Подъемно-транспортное оборудование: краны (мостовые, башенные, портальные), лифты, эскалаторы, конвейеры промышленные.

2.  Общее машиностроение: Технологическое оборудование для различных отраслей промышленности: станки (металлорежущие, деревообрабатывающие), литейные машины, кузнечно-прессовое оборудование. Энергетическое машиностроение демонстрирует устойчивый прогресс: выпуск паровых турбин вырос на 34,1% (до 3,04 млн кВт), а уровень локализации превысил импортные поставки в 17 раз. Ключевыми игроками остаются «Уральский турбинный завод», «Силовые машины» и «Калужский турбинный завод». Достигнуты успехи в локализации критически важного оборудования: доля российских паровых турбин на внутреннем рынке достигла 88%, газовых турбин — 40%, силовых трансформаторов — 54%.

Экспорт в 2024 году

Экспорт энергетического машиностроения в 2024 году характеризовался переориентацией потоков. Машиностроительная продукция в целом обеспечила 30% промышленного экспорта Москвы. Основными направлениями для поставок энергооборудования стали Беларусь, Китай и Казахстан.

Импорт и замещение в 2024 году

Несмотря на прогресс в локализации, сохраняется значительная зависимость от импорта высокотехнологичных компонентов. Например, уровень импортозамещения для газовых турбин оценивается лишь в 60%. Для решения этой проблемы государство внедряет отраслевой заказ, гарантирующий сбыт российской продукции на внутреннем рынке, и вводит штрафы за несоблюдение доли закупок отечественных товаров. Ярким проявлением системных проблем стал дефицит мощностей: экспорт электроэнергии в Китай сократился на 70% (до 0,9 млрд кВт·ч) из-за нехватки ресурсов в энергосистеме Дальнего Востока.

Стратегия развития до 2030 года

Стратегия развития отрасли до 2030 года базируется на трех ключевых приоритетах. Первый — экспортная экспансия: активный выход с полным циклом услуг (продажа + сервис) на рынки Азии, Африки и Латинской Америки через такие инструменты, как центр «Моспром», работающий с 46 странами. Второй приоритет — технологическая независимость: ускоренное развитие критических технологий, таких как твердооксидные топливные элементы (ТОТЭ). К 2030 году ТОТЭ могут снизить совокупную стоимость владения (TCO) на 15% по сравнению с ДВС и повысить КПД на 10–15%, а к концу десятилетия цель — удешевление TCO в 4 раза через НИОКР и партнерство с ИФТТ РАН. Третий приоритет — инфраструктурная поддержка экспорта: концентрация ресурсов на развитии Арктики, Дальнего Востока и новых регионов (ДНР, ЛНР) в рамках Стратегии пространственного развития до 2030 года. Дополнительные инициативы включают сокращение энергоемкости экономики согласно «Энергетической стратегии» и создание цифровой платформы Минэкономразвития для управления инфраструктурой.

                            

Электронное машиностроение

Рынок электронного машиностроения в России, охватывающий производство электронных компонентов, радиоэлектроники, бытовой и промышленной электроники, электротехнического оборудования, в 2024 году продолжал находиться под сильным влиянием геополитической ситуации и санкционного давления.

Импорт электроники в 2024 году сохраняет критическую значимость для России, несмотря на усилия по импортозамещению. Страна остается глубоко зависимой от ввоза высокотехнологичных компонентов: микросхем, серверного оборудования, телекоммуникационных систем и сложной бытовой электроники. Основным поставщиком стал Китай, на долю которого приходится большая часть ввозимой продукции. Существенную роль также играют схемы реэкспорта через третьи страны, включая Турцию, ОАЭ, Казахстан, Кыргызстан и Армению, что позволяет частично обходить санкционные ограничения, хотя и увеличивает стоимость и сроки поставок. Финансовый объем импорта оценивается в десятки миллиардов долларов США, демонстрируя рост в денежном выражении из-за инфляции и логистических издержек, но потенциальное снижение в физических объемах по отдельным позициям.

Экспортные показатели в 2024 году оказались значительно ниже допандемийного и досанкционного уровня. Закрытие рынков ЕС и США привело к резкому сокращению вывоза. Основу экспорта теперь составляют относительно простая электротехническая продукция (кабели, низковольтное оборудование), отдельные электронные компоненты и остаточные поставки продукции двойного назначения. География сместилась в сторону стран СНГ, прежде всего Беларуси и Казахстана, а также "дружественных" государств Азии (Китай, Индия, Вьетнам) и Ближнего Востока.

Объем российского производства в 2024 году демонстрирует неоднородную динамику. Рост наблюдается в сегментах, связанных с импортозамещением и гособоронзаказом: производство кабельной продукции, отдельных видов электронных компонентов, сборка телекоммуникационного оборудования и серверов (часто на основе импортных комплектующих), выпуск промышленной электротехники. Однако высокотехнологичные направления стагнируют или сокращаются из-за дефицита зарубежных компонентов и оборудования. К ним относятся производство современных микросхем (несмотря на отдельные запуски линий), сложной бытовой электроники (смартфоны, телевизоры) и медицинского оборудования. Отрасль работает в условиях напряженных мощностей, а общий объем производства в физическом выражении по многим позициям показывает скромный рост или его отсутствие.

Стратегия развития до 2030 года сфокусирована на преодолении технологической зависимости. Ключевые цели включают достижение "технологического суверенитета" в критических направлениях: микроэлектроника (планируется освоение техпроцессов 180–28 нм), развитие отечественной электронно-компонентной базы (ЭКБ), создание полных производственных цепочек — от компонентов до конечной продукции. Для этого разработана дорожная карта, включающая 119 проектов по разработке оборудования для микроэлектроники и 110 конструкторских работ. Бюджетное финансирование программы до 2030 года превысит 240 млрд руб., распределенных по госпрограммам, таким как "Развитие электронной и радиоэлектронной промышленности". Важными элементами стратегии являются развитие САПР, подготовка кадров и стимулирование спроса через госзакупки ("первая полка").

                              

Транспортное машиностроение

Российское Производство: Неравномерное Восстановление

Динамика российского производства транспортных средств в 2024 году неоднородна. Наблюдается значительный рост в сегментах, критически важных для внутренних нужд и замещения импорта. Производство грузовых вагонов достигло рекордных объемов (Уралвагонзавод, Тихвинский ВСЗ и др.). Стабильно или с умеренным ростом выпускаются грузовики (КАМАЗ, ГАЗ, УралАЗ) и автобусы (ГАЗ, ПАЗ, ЛиАЗ, Волгбас), последние активно обновляются, растет доля электробусов. Выпуск локомотивов (ТМХ: НЭВЗ, БМЗ, ТЭМЗ) и электропоездов (Метровагонмаш, Тверской ВСЗ) поддерживается на стабильном уровне. В легковом автомобилестроении, несмотря на рост по сравнению с 2022-2023 гг. (ориентировочно 500-600 тыс. единиц), объемы все еще значительно ниже допандемийных. Доминируют АвтоВаз (LADA) и локализованная сборка китайских брендов. Отрасль остро страдает от нехватки электронных компонентов. Наиболее сложная ситуация сохраняется в гражданском авиастроении: производство самолетов SSJ-NEW и МС-21 отстает от планов из-за проблем с импортозамещением комплектующих и сертификацией. Основной фокус здесь смещен на военные заказы и ремонт. Гражданское судостроение испытывает трудности, хотя производство по гособоронзаказу и ледокольному флоту растет.

Импорт: Глубокая Переориентация

Импорт транспортной техники в Россию в 2024 году значительно ниже допандемийных и докризисных (до 2022 г.) показателей. Произошла кардинальная смена поставщиков. Доля традиционных партнеров из Европы, США, Японии и Южной Кореи резко сократилась. Основными источниками импорта стали Китай, Турция, Индия, Беларусь и страны ЕАЭС. В сегменте легковых автомобилей наблюдается бум поставок бюджетных моделей китайских брендов (Chery, Haval, Geely, Changan), а также машин из Индии и Ирана. На рынке коммерческого транспорта (грузовики, автобусы) доминируют китайские производители (FAW, Shacman, Foton), белорусский МАЗ и турецкие компании. Импорт железнодорожного подвижного состава (локомотивы, вагоны) минимален, но растет ввоз комплектующих, особенно из Китая. Импорт новых гражданских самолетов западного производства (Boeing, Airbus) практически прекращен, фокус сместился на запчасти и обслуживание существующего парка через третьи страны, отмечаются поставки иранских БПЛА. Судостроение сталкивается с трудностями в импорте сложных комплектующих (двигатели, системы навигации), хотя поставки из Азии продолжаются.

Экспорт: Поиск Новых Путей

Ситуация с экспортом российской транспортной техники в 2024 году остается сложной. Традиционные рынки в Европе практически потеряны. Происходит активный поиск и развитие новых направлений сбыта в странах СНГ (особенно Казахстан, Беларусь, Узбекистан), Азии (Вьетнам, Монголия), Африке (Египет, другие страны) и Латинской Америке. Физические объемы экспорта в целом снижаются, хотя рублевая выручка демонстрирует рост из-за девальвации. Наиболее устойчивым сегментом остается железнодорожная техника: российские производители (ТМХ, ТВЗ, Уралвагонзавод) активно поставляют грузовые вагоны, цистерны и локомотивы (преимущественно электрические) в страны со схожей колеей. Экспорт автобусов  и спецтехники (карьерные самосвалы типа БелАЗ, вахтовки) в СНГ сохраняется. Экспорт легковых автомобилей представлен в основном поставками LADA в СНГ и некоторые страны Азии и Африки, но объемы невелики. Экспорт новых гражданских самолетов практически отсутствует, экспорт военной авиации продолжается, но под сильным санкционным давлением. Поставки гражданских и военных вертолетов (Ми, Ка) сохраняются, но также сталкиваются с ограничениями.

                                

Сельскохозяйственное машиностроение 

Объем российского производства в 2024 году

Производство сельскохозяйственной техники в России в 2024 году продемонстрировало значительное снижение, сократившись на 12,5% по сравнению с 2023 годом. Объем произведенной продукции составил 237,1 млрд руб. Еще более существенным, на 17,6%, стало падение отгрузок на внутренний рынок. Основными факторами спада стали недоступность кредитов для аграриев из-за высокой ключевой ставки Центробанка (23%), низкая доходность агробизнеса, существенный рост себестоимости производства отечественной техники (компоненты обходятся на 50% дороже, чем в Китае) и недостаточный объем государственного финаннансирования программ поддержки.

Крупнейшие российские производители сельхозтехники: 15 крупнейших российских производителей сельхозтехники и оборудования: Ростсельмаш, Клевер, Amazone Евротехника, Брянсксельмаш, Алмаз (Алтайские машиностроительные заводы),  ROMAX, Воронежсельмаш, Group Schumaher, Унисибмаш, Сальсксельмаш.

Экспорт сельхозтехники в 2024 году

Несмотря на общее снижение производства, экспортный сектор показал позитивную динамику. В стоимостном выражении экспорт сельскохозяйственных машин из России вырос на 5,3%. Общий экспорт машин и оборудования из страны увеличился на 2,6%, достигнув 23,4 млрд долларов США. Основными направлениями для поставок российской сельхозтехники стали страны Азии, Африки (где рост составил 14,7%) и СНГ, хотя доля сельхозмашин в общей структуре российского экспорта машин и оборудования остается пока относительно невысокой.

Импорт и конкурентная среда

Российские производители сельхозтехники сталкиваются с серьезной конкуренцией на внутреннем рынке, во многом обусловленной неравными условиями. Ключевыми игроками на российском рынке стали компании из Китая и Канады, которые имеют значительные преимущества: более низкие налоги (НДС 13% и 5% соответственно против 20% в РФ), нулевая или минимальная нагрузка на фонд оплаты труда (в РФ – около 43%), а также доступ к дешевым кредитным ресурсам (3-4% годовых против 23% в РФ). В результате аграрии все чаще предпочитают приобретать готовую китайскую технику из-за ее ценовой доступности. Общий импорт машин и оборудования в Россию в 2024 году вырос на 0,9%, достигнув 147,1 млрд долларов США, что дополнительно усиливает давление на отечественных производителей.

Стратегия развития до 2030 года

Основные ориентиры для отрасли на период до 2030 года заданы Стратегией развития сельскохозяйственного машиностроения, утвержденной Распоряжением Правительства РФ №1455-р еще в 2017 году. Ее ключевые цели остаются актуальными: достижение доли российских производителей на внутреннем рынке не ниже 80% (по сравнению с текущими 56%), наращивание экспорта техники до уровня не менее 50% от объема внутренних отгрузок, увеличение инвестиций в научно-исследовательские и опытно-конструкторские работы (НИОКР) и разработку новых моделей техники, а также расширение географии экспорта до 65 стран (против 35 стран в 2018 году). Планируется рост объема производства до 300 млрд руб. к 2030 году и увеличение количества предприятий-экспортеров с 48 в 2018 году до более чем 70.

Заключение и перспективы: 2024 год стал переломным для отрасли. Основными драйверами роста выступили транспортное (+30%) и электронное (+29%) машиностроение. Однако сохраняются проблемы: спад в сельхозтехнике (-10%), перепроизводство вагонов и зависимость от импорта комплектующих для микроэлектроники. Стратегические приоритеты включают цифровизацию (роботизация, САПР), экспортную диверсификацию в Азию и страны БРИКС, а также господдержку в виде проектного финансирования и стандартизации. Отрасль адаптируется к санкциям, но риски сохраняются из-за технологических зависимостей и дисбалансов в производстве.

Перспективные направления: Электронное и энергетическое машиностроение — максимальная поддержка государства, высокие темпы роста и экспортный потенциал.

Умеренный потенциал: Тяжелое и транспортное машиностроение — зависимы от инфраструктурных проектов и кредитной политики.

Кризисные сегменты: Сельхозмашиностроение — требует реформы господдержки аграриев и снижения ставок ЦБ для восстановления спроса.

                              

Электроника — в топе отраслей по объему инвестиций в РФ

В электронике реализуется 89 инвестиционных проектов. Общий объем инвестиций в данные проекты оцениваются в 559 млрд руб.

Завод «Микрон» совместно с Минпромторгом России разрабатывает стратегию развития микроэлектроники, ключевым элементом которой является строительство нового производства на своей территории. Проект предусматривает создание мощностей для выпуска чипов с топологическими нормами от 90 до 40 нанометров на кремниевых пластинах диаметром 300 мм. Инвестиции в строительство нового предприятия оцениваются в 180 млрд руб. (по курсам 2022 года).

Проект напрямую способствует реализации стратегии Минпромторга по достижению 70% доли отечественной электроники на российском рынке к 2030 году. Рост рынка микроэлектроники РФ на 20% в 2024 году (до 370 млрд руб.) при текущем низком уровне самообеспечения (около 25%) подчеркивает его экономическую значимость. [Структура инвестиций по подотраслям в отрасли "Машиностроение"]

                                         

Инвестиционные проекты на стадиях строительства и модернизации

На стадиях строительства, подготовка к строительству и модернизация находится 43% проектов совокупным объемом инвестиций более 1,5 трлн руб.

Правительство Москвы и инжиниринговая компания ООО "Рэнэра" (входит в структуру ПАО "КАМАЗ") заключили соглашение о сотрудничестве, ключевым элементом которого является строительство первого в России крупного специализированного завода по производству тяговых литий-ионных аккумуляторных батарей для электротранспорта. Общий объем инвестиций в проект составляет 52 млрд руб. Планируется, что завод выйдет на проектную мощность в 2026-2027 годах.

Ключевая задача завода – обеспечить российское электромобилестроение собственной компонентной базой. Это имеет стратегическое значение для импортозамещения, снижая критическую зависимость от иностранных поставок аккумуляторов.
