Отрасль «Целлюлоза, бумага и картон» включает в себя совокупность проектов высокотехнологичных предприятий, которые с помощью химических и механических процессов очищают сырье от лигнина и смол, получая чистое целлюлозное волокно, которое является основой для производства бумаги, картона, а также вискозной ткани, целлофана и другой продукции.

По состоянию на октябрь 2025 года в целлюлозно-бумажной отрасли России насчитывается 113 проектов с объемом инвестиций 627 млрд руб. Интересантами реализации проектов выступают 58 крупных структур, которые занимаются финансированием, проектированием и возведением объектов отрасли.

Факторы инвестиционной активности

— Доступ к сырьевой базе

  • Россия обладает крупнейшими в мире запасами леса (20% мировых ресурсов), что обеспечивает стабильное снабжение производств древесным сырьем.

  • Развитие глубокой переработки (например, выпуск не только целлюлозы, но и биоэтанола, лигниновых продуктов) повышает рентабельность.

— Переориентация направлений экспорта

  • После сокращения поставок в Европу ключевыми рынками стали Китай, Индия, Турция, страны Ближнего Востока.

— Государственная поддержка

  • Субсидии на транспортировку (компенсация логистических издержек для экспорта на Восток).

  • Льготные кредиты (например, программы Минпромторга для модернизации ЦБК).

  • Снижение зависимости от импорта оборудования (развитие производства отечественных станков для ЦБП).

— Негативная динамика показателей отрасли в 2025 г.

  • В июле 2025 г. отраслевая ассоциация ЦБП обратилась в Минпромторг с сообщением о сложной ситуации в отрасли и предстоящем риске остановки ряда производств.
